It was within the umpires discretion to call him out. The runner was so far on the grass the throw could not have been made. The idea that he had to hit the runner to make the call is a wrong interpretation. Look for a clarification from MLB soon.

However, I do agree that Betances should have made the play, even if just light-tossing into his back. But who really knows if that was instinct or if the coaches failed to drill that play at any point, which admittedly seems unlikely. Girardi was probably embarrassed and went out to protect his young guy from further embarrassment.
